The 37-turbine Hardscrabble Wind Power Project, which came online in January 2011, is located on approximately 6,540 acres of land in the Towns of Fairfield, Norway, and Little Falls. EDR served as the lead environmental permitting consultant to Iberdrola Renewables during permitting and construction. EDR coordinated the project’s New York State Environmental Quality Review Act (SEQRA) process, including preparation of Draft, Supplemental, and Final Environmental Impact Statements. Our services included assistance with project layout and siting, wetland delineation, state and federal wetland permitting, ecological surveys, visual impact assessment, an animated video simulation, compensatory wetland mitigation plans, and regulatory agency consultation. In addition, EDR provided compliance-related services before, during, and after project construction, including preparation of the Environmental Compliance Manual, hosting compliance training sessions for construction personnel, conducting site walkovers with agency personnel, performing daily observation/reporting of construction and restoration activities, conducting SWPPP inspections, and preparing wetland mitigation monitoring reports.
