• Partnered with County stakeholders early to develop compelling conceptual renderings that aligned the project vision with community and funding priorities—helping secure local, regional, and state support.
• Serving as prime consultant, EDR guided the 120-acre master plan, site planning, and schematic design—balancing program needs, site constraints, and long-term operability.
• Delivered a comprehensive environmental review strategy, preparing the Draft and Final Environmental Impact Statements and Findings Statement in full compliance with SEQRA.
• Led the SEQRA process, including Environmental Assessment Form preparation, lead agency coordination, and scoping, ensuring a clear and defensible approval pathway.
• Conducted technical analyses (visual, ecological, and cultural resources) to inform design decisions and minimize impacts—supporting a sustainable, community-compatible outcome.
• Collaborated closely with the project team to address 400+ substantive public and agency comments, maintaining momentum and strengthening stakeholder confidence.
