Harbor Point Redevelopment Master Plan SEQR – GEIS

The Utica Harbor is one of the most distinctive harbors along the Erie Canal. Notably, the Utica lock is the only full-sized lock in the Erie Canal system. It is located on a branch leading into the harbor, rather than within the main canal waterway.

Before merging with EDR, Elan collaborated with Ramboll to create a comprehensive Harbor Point Master Plan.

This plan includes several key components:

• Master Redevelopment Plan: First, the plan offers the Utica Harbor Point Local Development Corporation (UHPLDC) and the City of Utica a practical strategy. It reflects existing site conditions and integrates public input. Additionally, the plan proves economically viable based on thorough market studies.
• Creative Financing Techniques: Moreover, the plan outlines innovative financing options for necessary improvements. It includes various State and Federal grants available through Brownfield, Economic Development, and Sustainability programs.
• Generic Environmental Impact Statement (GEIS): The team also prepared a Generic Environmental Impact Statement (GEIS) for the Utica Harbor Master Plan. This document effectively prepares the harbor lands for development and brings them into a “build-ready” state. Furthermore, it completes the State Environmental Quality Review (SEQR) process for the proposed master plan.

Ultimately, by implementing these strategies, Utica Harbor aims to enhance its role as a vital asset for both the community and the region.

Elan, prior to merging with EDR, the project’s lead consultant, coordinated with the UHPDC, comprised of several city departments and development entities, and the consultant team through a planning strategy to arrive at a well-vetted development plan for Harbor Point with the water as the project nucleus.

Elan, now EDR, continues to coordinate the development of the harbor lands in numerous public/private partnerships.
